Uninstall current version and reboot your pc. Make sure that windows is up to date (version 1903), that you have the Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1903, Then download supportAssist installer from here: SupportAssistInstaller.exe
Right click the downloaded file and select "Run as Administrator". Let it do its thing and be patient. Hopefully it will work for you also. I manage do install supportassist successfully on my two laptops (Xps 15 and Alienware 17 R3) by following these steps. The important factors seems to be that windows is up to date and that you run the file as admin.

Support assist installer loads, downloads one set of data, then downloads a another set of data, then just appears to hang, no error or feedback

what helps is : get the tool - geek uninstaller - https://geekuninstaller.com/ ---- uninstall all dell items in the geek list that says "support assist " COMPLETE LY THIS WAY!VERY EASY .... then even uninstall the support assist icon in the start window ...now restart pc ...then go to : https://www.chip.de/downloads/Dell-SupportAssist-for-Home-PCs_170295698.html download install ....watch out for adware ....done

Make sure that you have the Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1903.
It may take several attempts. Just close the installer with the X and try again. When it worked for me, the second downloading process took longer.

Tried my method on 3 different systems and all was successful. Sorry to hear that it didn't work for you.
Seems to be very random if it works or not.

Sorry for my late reply. I had abandoned for a couple of days. But after the latest Windows update, SupportAssist is up and running.

YES!!!! It works!!! After the latest Windows 10 and NET framework updates, SupportAssist is up and running.
I don't know how many hours I spent on that software.

SA is there and running, but when I press "history", it says there is an error and cannot start, Is history working for you?
I tried to restart the computer, but the error is still there.
I know that I could remove SA and reinstall, but I'm afraid it won't work anymore...

Yes, my history is working as normal:
You can try to uninstall it and install it again. Make sure to run CClaner and fix registry errors and temp files before installing as admin again.

Just as I replied I checked SA for new updates and there is. Download det new file and run as admin before trying to uninstall your current version.
