config.sys

I am using a Dell Vostro230 and have utilised config.sys to locate a problem causing the computer to be extremely slow in connecting to the internet. I located the cause and stopped the offending program loading but the Configuration System will not save the change and has stopped a number of other services from loading causing Outlook to not load. Any suggestions as to what I can do?

Config.sys is an MSDOS/WIN9X configuration file and has nothing whatsoever to do with internet access or anything else on a windows XP/VISTA/7/8/10 machine. Modern machines have not supported real mode and config.sys and  1981 16 bit msdos drivers for 35 years now.  The oldest version of windows that supported this feature was Windows for Workgroups 3.11 back from 1993.

There is zero help here for a feature that hasn't been supported in decades.
