same as  a mobile phone if its unlocked it will work on any supported network as mentoned here  tmobile streak 7 on at&t  streaksmart.com/.../unlock-t-mobile-dell-streak-7-by-email-get-3g-and-4g-from-att.html  perhaps the network selection is set to manual and is waiting for a tmobile sim ,so check its set to network selection auto
