Venue 7140 Intel Management Engine error causing inability to reset

After several rebuilds to of my 7140 I keep running into an issue where the 7140 will not shut down or restart properly.  The screen goes dark but it never shuts off and pressing the windows button causes a vibration.

The error logs show repeated errors along these lines

Intel(R) Management Engine Interface driver has failed to perform handshake with the Firmware (FWSTS0: 0x1E000042, FWSTS1: 0x6000A106).

During the attempted shut down.

I noticed before that after a clean install the restart problem did not exist but after some time it would happen.  I think this driver is installing/updating on it's own in the background and once it does the system starts failing.

Anyone else going through this or got any suggestions?  Latest BIOS and drivers from Dell, Win 10 Home 64.
