I have the same issues, both on and off the docking station. The issue is definitely related to power management for me. If I turn off power management for the Bluetooth radio in the device manager, the issues go away. However, I do have some sleep issues after turning it off. The sleep issues are less frequent, and I have chosen this solution.
If you don't want to do this, turn on and off airplane mode. It restarts Bluetooth.

Same issue here. Where did you disable power saving on bluetooth?

I had a problem with my Bluetooth keyboard being unresponsive, or repeating keys, with a Latitude 10 ST2 tablet on the Windows 10 technical preview and thought it was a Windows 10 issue. However, I reloaded Windows 8.1 and got the same issue, even after applying all updates.
To disable Bluetooth power management, select Open Settings from the menu on the Bluetooth icon in the system tray. On the Hardware tab, select the Properties button. In the Bluetooth Radio Properties dialog, select the Change settings button. A new tab Power Management will appear in the dialog. On that tab, disable the check box "Allow the computer to turn off this device to save power".
However, doing this has not resolved the issue for me. The Bluetooth keyboard is effectively unusable.

I have fixed my issue!
The symptoms were that a Bluetooth keyboard worked fine when used by itself, but had bad issues with lagging response and sticking keys when a Bluetooth mouse was active at the same time. In my case, both mouse and keyboard were from Microsoft, but I found the solution on a Logitech forum.
The issue relates to a Broadcom wireless chip set. You need to disable a setting called "Bluetooth Collaboration" in the properties of the Broadcom 802.11abgn Wireless SDIO Adapter. See http://forums.logitech.com/t5/Keyboards-and-Keyboard-Mice/bluetooth-keyboard-K810-and-mouse-T630-at-the-same-time/td-p/1227944 for more details.
