let's try the simplest thing first --- make sure his home page is still listed in IE:

 

using HIS account, open IE.

click Tools

Internet Options

General (tab)

 

what address is listed there for his home page?  

if his proper home page is listed, we'll have to investigage further.

but if it shows about:blank

simply type in the desired home page address,

click on  APPLY, and then OK.

 

close IE.  reopen it.  and see if this made any difference.

We've been getting a lot of folks with locked homepage problems lately.
If ky331's suggestions do not work, there is some additional info here on this page provided by one of the DCF regulars, Joe53:

With more and more people using security monitoring programs like Spybot, Ad-aware, Super AntiSpyware, and others, they forget that these programs nowadays have an option to lock the homepage/keep the default.
