some THOUGHTS on what MIGHT be wrong, and things you can CONSIDER to fix it... this is speculative on my part --- i'm *not* making a definitive statement:

1) it's POSSIBLE that wininet .dll has been infected with W32.DesktopHijack (a.k.a. SmitFraud.c).   for more information on this, see here:   http://securityresponse.symantec.com/avcenter/venc/data/w32.desktophijack.html

2) regardless of whether or not it's Smitfraud, there's a utility called SFC (System File Checker) that might be able to repair the problem.  I've never used this utility, so I can't offer any specific instructions, other than to direct you to Microsoft's documentation page; perhaps someone else seeing this can offer "simpler" help: http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/system_file_checker.mspx

3) i've also seen some references that say you might be able to fix the problem by running System Restore, and reverting your system back a day or two (or as far as is necessary) to before the problem occurred.

As I said at the start, these are things you can CONSIDER...  No guarantees... proceed at your own risk.  Good luck.
