Reinstall McAfee Internet Security Suite

My out-of-state brother bought a new Dell Dimension with Windows XP Home. He later bought McAfee Internet Security Suite.  He had problems and did not want to call McAfee support becuase they charge after 2 minutes free support.  He emailed them and after two weeks received instructions on how to un-install it and try to reinstall it again. We edited the registry doing search on McAfee and deleted the entries. There are no McAfee folders under Add/Remove programs, however there is a item in the Startup menu and we have unchecked it so that it does not load at Start-up.

He has tried to reinstall the McAfeet, however, he explains that a small icon appears and then nothing happens.  He is to the point that he wants to do a complete reinstall of the software on the Dell and then try to install McAfee.

I know this may be a little vague due to the information being second-hand. Please give me suggestions if you can.
