missing windows components & security

My son's computer is really messed up.  Among the problems:

 

Start > All Programs gets no response

Windows Defender is supposed to be running but doen't appear in the notification area

System Restore will not run,

running msconfig from the command prompt returns error saying msconfig not found, but msconfig.exe is in its proper folder

Internet Explorer > Tools > Internet Options > Security > Custom only shows blank pages

McAfee Security Center keeps popping up messages saying some components of Active Sheild are missing

The Google toolbar has disappeared from Internet Explorer and it's entry is missing from Add/Remove Programs, but all files and registry entries are still on the computer
