"Windows Privacy" Fake program virus. Any help?

So i was browsing the internet and came across some cool videos that i wanted to watch. The site was in a Youtube format and where the car video was supposed to be it said the typical "you either have an outdated version of flashplayer or you have it turned off" thing. I clicked on the link to download the new version of flashplayer (first mistake) and continued to allow it to download, saying yes to all the vista warnings and such (second huge mistake)

I noticed that when it went to download the new flashplayer the domain site was not adobe or whatever company does flash player but from the name of the video site. (red flag) but by the time i hit cancel it was too late.

I suddenly heard some voice saying that my computer was at risk and that i needed to update my virus protection and run some scans. Suddenly some program called "windows Privacy" popped up and started scanning for cookies. I was reading the descriptions of the cookies and immediatly knew this was a bogus program because for almost every website i visited whether that be www.myspace.com or www.airsoftgi.com that the cookie was either a "porn cache" or a "corrupted cookie" (and we all know airsoft guns and the entire sport is all porn...right).

I went to task manager and shut the program down after a ton of clicking and ending the program. I rebooted my computer (third huge mistake) and now all i have is a black screen, my cursor, and the window that says "windows privacy" i can click around on the window and access different areas of it but it will not shut down and i have no way to get rid of it or access any other part of my computer.

The problem presists with the annoying woman's mystical voice and privacy screen even during EVERY SAFEMODE SETTING. I can still access the login screen, the task manager and everything associated with vista's clrl alt del but i have no desktop and any control while logged in.

Any ideas short of sending this one into dell? (we have full warranty that im pretty sure covers EVERYTHING) but if anyone has any ways to get this off my computer and what it is would be great.
