rtutils.dll error messages

I was recently infected with the Personal Antivirus virus.  I removed it but now I keep getting error messages that state the that a .exe operation was unable to be located because the rtutils.dll was not found.  I have downloaded programs (CCleaner and others) that say they can fix the problem but has not done so. I have updated all virus and microsoft updates and nothing works.  Can anyone help with this problem

Example:  pcts Tray.exe unable to locate ( rtutils.dll not found, reinstalling the program may fix the problem)  as I said I get this type of message everytime I try to open any program, even when I switch my email accounts.

rtutils.dll   is the microsoft RouTing UTILitleS.   SEARCH your hard drive to see if you find another copy, most likely in

C:\WINDOWS\ServicePackFiles\i386

(or perhaps in C:\WINDOWS\\i386 )

If found, copy the [most recent] file, and (assuming you have a 32-bit operating system) paste it into

C:\WINDOWS\system32
