Problems with Notebook Power Bank Plus

Question

My computer is a Vostro 7590. I bought the Dell Notebook Power Bank Plus as suggested by Dell when I purchased my laptop. However, when I plug it into my laptop, it will only charge some of the time (I think I've gotten it to charge for more than a few seconds twice). Sometimes when I plug in the power bank, the light indicating the laptop is charging will turn on for about 1 second before turning off. I have gotten two different error messages. One says 'The power adapter wattage for your system does not meet minimum system requirements for normal operation. Attach a supported power adapter with at least 65 watts' (the power adapter is 65w). The seconds says 'The power adapter attached to your system is not recognized. Attach a supported power adapter with at least 130 watts.'  I have restarted my computer and flashed the BIOS but the problem still persists. I know it isn't a problem with how much charge the power bank has as it will charge my iOS device. Any more suggestions or help would be greatly appreciated.

Either the DC jack board is broken or the motherboard is bad.
