You can check if the screen flickers in BIOS and during LCD BIST to run BIST restart the system and press Power+D at the same time. Connect an external monitor to check if it is working fine?
I upgraded to Windows 10 using the Windows Media Creation tool. I tried doing updates, specifically for the display driver I believe, but I don't recall if I did it for the BIOS. I did the upgrade on multiple laptops of this model, and the others are/seem fine. I ended up reverting the couple/few with issues to Windows 7. If I end up upgrading them again, I will try your suggestions.
To clarify, it's not that the screen flickers. It becomes distorted. The images on the screen look skewed and are almost pink and a few other colours in the mix. I wish I could attach a picture to ensure you know what I mean.

How was the update done? Did you use Dell OEM to reinstall or update the operating system to windows 10? Have you updated the BIOS and video drivers for screen flickering issue? If not please update it from the link https://www.dell.com/support/home/us/en/04/product-support/product/vostro-3560/drivers

Sorry. I just saw this a few minutes ago.

You'll need to install drivers starting with chipset than video and possibly other drivers for audio and network.
