Vostro 5481 - Windows 11 take an hour to get to login screen

Hi, I have this frustrating problem after upgrading to Windows 11 (via Windows 11 Upgrade Assistant). After boot up or screen lock, it takes me about an hour to able to input my PIN to login or unlock my notebook. I can not use Ctrl Alt Del or enter Task Manager by any means (note that I was not logged on if the PC just booted up). I have tried to reinstall Windows 11 via Reset PC (keep personal files) but the problem won't go away.
Does anybody have the same problem? How do you fix it? I really don't want to go back to Windows 10.

Man, you have to follow this KB bellow. It's a workaround, but works well. It`s unbelieveable since Dell is uncapable of solve a problem like this.

Same model as yours, Vostro 5481 with i5 8265U + 16GB of RAMs

Don't have any issue with mine. Probably your BIOS settings
Is Secure Boot, UEFI & TPM enabled?

BIOS Mode = UEFI
Secure Boot State = On
BIOS Version = 2.15.1
SMBIOS Version = 3.2
TPM is 7.2.0.1 (Manufacturer version) 2.0 (Specification Version)

Checked these settings with tpm.msc and msinfo.

Secure boot is required on Windows 11.
UEFI is recommended.

What should I change from these settings?

i installed the new bios drive and the problem continued

All Vostro 5481/5581 users should update to the latest BIOS 2.15.1. When done installing it, restart the laptop and retest.

Fixes & Enhancements = Fixed the issue where the system takes time to boot to the operating system. This issue occurs after upgrading the system to Windows 11 operating system.

* Connect the external power adapter to the Laptop
* The Laptop is not connected to any dock, external monitor, hard drive, printer, etc.
* Download/Save the latest BIOS file to the Windows desktop
* Close/end task all unnecessary software applications (Browsers, Dell SupportAssist, Dell Update Application, Dell Display Manager, Steam, Anti-virus, etc.)
* Find the saved BIOS file on the Windows desktop
* Right click the file and choose, "Run as administrator". Note, you do not need to "extract" the file. Just run it
* Follow the prompted instructions. The Laptop will reboot on its own, do not force it

Problem is not fixed in BIOS 2.15.1

What a disgrace, DELL releases not tested BIOS fixes.

So the users are the beta testers.

Thanks for updating us; unfortunately I not only installed Bios 2.15.1 successfully, I have this afternoon re run the W11 upgrade install.

It goes through the downloading / installing/ check for updates routine and @ 46% it throws up

"What needs your attention" windows and if you click on Learn more it takes you to the Integrated sensor Issue page which has still not been updated since March 2022.

This is NOT a solution. A clean install will not overcome a deficiency in the integrated sensor.

And what about all the apps users would have installed.  It time consuming to reinstall them.

True. I disabled Intel Integrated Sensor Solution (IISS). That was the only way for my device to run Windows 11. The issue starts after updating Windows 11.

At first there are no issues. After you update windows 11, the issue pops up. Probably that is because when doing a clean install of Windows 11, I checked for IISS and it was not listed as part of drivers at Device Manager. After updating Windows 11, IISS was again present at Device Manager, which I accessed only by Safe Mode because the login screen was entirely black.

So yeah, the issue is not resolved.

Just updated BIOS of my Vostro 5481 and tried to upgrade to windows 11 and got same error as you. This issue is still not solved. When will users be allowed to upgrade?

FWIW I decided to stay at Windows 10 long time ago. Time passing by Windows 11 is not very appeal to me. So I stop looking/waiting for solution to this problem and save me some time to do my own stuff.

Before that, I think clean install of Windows 11 is the only option.
