Please power off the computer. Remove AC adapter, all peripherals such as printer, flash drive, speakers, external flash drive. Plug AC adapter back into computer. Power on computer, boot into Safe mode by following steps in link below and then try to download / install programs.
If you still not able to install both programs in safe mode, try a different browser such as Microsoft Edge or Chrome. You should also consider doing a disk cleanup to ensure the computer have enough space or storage on the hard drive.

Done all that, the computer is brend new, and problem persist, both are programs based on java, there where 4 but 2 of then installed with problems, the other 2 as explained, nothing start to charge the instalation than desapers after 75%.
i have unistalled and installed java from differentes browsers, as download and installed programs, i'm in a windows 10 pro version, and desapoint at de moment, i've never add problems with my old surface.
i can't reeboot the windows other wise i'll lose vpn's and another stuffs i've paid for...
