Chipset drivers are not working properly
Before install of the chipset the cpu runs at 2.5ghz and 86% at full load. (its an i7 3520m). After chipset is installed, it goes to it's advertised 3.6ghz and runs at 100%. Ok, seems fine, then without warning: poof it's back to 2.5ghz and 86%. Rerunning the installer with -overall (command for reinstalling everything) it only sometimes works. It this a hard drive problem, an os problem, or what? PS: my laptop is dell latitude e5430. I have tried this on two different hard drives (because one has some - but slight errors) and the result is generally the same after installing the drivers from the manufacturer. I reinstalled the drivers on both hard drives. It worked, but it will probably just revert back. There are also some rare instances of it only going up to 1.8ghz

The CPU will only run as fast as needed given the load on the system - this is completely normal. Only if the speed never changes (whether constantly slow or constantly at full speed) is there a problem.

This result is when im running Prime95 (it uses all the processor's resources). 86% at full load and temps are down at 60 degrees. And the speed does change slightly it usually stays above 2ghz. But it doesn't even reach base of 2.9ghz under normal circumstances.

I found out there was a missing driver and that fixed it. Weird how it wasn't made by intel and fixed the throttling issue
