Dell Recovery tool "recovery image currently unavailable"

My hard drive crashed on my Dell Inspiron 15 3567.  I need to reinstall the factory image back on a new hard drive, but the Dell Recovery Tool states that the image for my service tag is unavailable.  The system original shipped with Windows 10 Home.  How do I reinstall my original image?
