That's because windows 10 is not recommended for this 2011 computer. Check the Dell driver download page to see if there are windows 10 drivers available. There are none. Best to reinstall windows 7 until you can replace the computer.
Once the drivers are extracted you right click on the yellow ! in device manager and say install drivers from my pc offline instead of from the internet.
Once you do this for chipset and audio and video etc almost everything will work as before. You will have to manually install DOTNET 2.0 3.5 and Directx June 2010.
As well as visual C++ 2010 and 2015 runtime SP1.

Try changing the BIOS setting for Speed Step.
Check the blog of Bill Harding for a Dell Latitude E6520 with a similar problem.

Quadro 2000m is no longer supported and therefore only the legacy driver would install.
https://dl.dell.com/sysman/M4600-win7-A02-R314045.CAB
NONE of the current drivers will work with a legacy card.
All of the drivers for this model are windows 7.
https://www.dell.com/support/home/us/en/04/drivers/driversdetails?driverid=r314045
You have to download the cab file.
Then move to the my documents folder
then extract the drivers from the cab file using 7zip
https://www.7-zip.org/download.html
