Have you checked the version of the Support Assistant you are running? On my system, it is 1.3.2.3.
I have had other updates on my system which, even though they show as installing, do not change the version still showing. There may be something larger going on.
As far as Support Assistant, I try not to run it since am not really familiar with PC-Doctor..
Can you share the version of the following applications in "Programs and Features" of settings app in Win10?
1) Dell SupportAssist Remediation
2) Dell Update - SupportAssist Update Plugin
I had seen these popups couple of times in a row and then it corrected by itself. Now I don't see persistent popups. I have 3.1.1.3832 version on my XPS system.
