SupportAssist fails to open after Windows 10 fall update

clicking on SupportAssist and it starts to open and the opening GUI appears then it just closes before opening SupportAssist.  Dell 9360

I'm assuming windows 10 is on the system.....

Type Settings onto the [Cortana] search box, click Apps, Dell Support Assist , and select Advanced Options. You could either select the Repair or Reset option to fix Support Assist.

IN my case as of this date and time the support assistant locks up  during start-up and becomes unresponsive.The update  section indicates there is an update available (it is my belief that this may be a bogus notification). I have tried the suggested solution from this post and neither repair or reset has solved the problem. I am using Windows 10 1803 (Build 17134.112). It was working fine before the 1803 update that I got this week. I started the support assist in response to an update notification. But looking at the updates on the dell website for my machine I see none listed. Usually I also get an e-mail notifying me of  bios and system updates and I also did not receive this in my email. So it appears the  notification in the notification area may be bogus. I am on a Dell XPS 13 bought in January of this year. kb4284835 was the last installed update from Microsoft.
