XPS 13-9370, High CPU and RAM usage

Windows 10 Pro, brand new, Office 2016, Project and Adobe Pro installed. Idle CPU and RAM usage very high, constant locks up and high CPU/RAM usage when using (Outlook and Word). I had another Dell years ago that I had to adjust a Bios setting to fix this, I cannot find documentation. Any suggestions, on what to check or adjust in BIOS?

Brand new out of the box?  Is it in the midst of doing Windows updates?  Those can easily burden the system.

No, Bios already updated, Windows already updated.  High usage with nothing open, when outlook is opened and word it freezes constantly. (did a online repair of Office already too)

 

Did a diag scan, a full one, with no hardware problems found.

* Since the Dell ePSA diagnostics passed, then we are looking at an operating system issue or software issue

* Did you have any idle CPU or RAM issues out of box? Meaning, before you installed any other software, did you have this issue with Microsoft Office products?
