XPS 9530 Turbo Boost not working

I have completed the Windows 10 clean install and ran all driver updates, 1st by utilizing Dell's Driver AutoDetect tool then by Windows Update process.

Everything seemed to be working until i notice the clock speed on my cpu, i have the i7-4702HQ model and my speed is being maxed at 2.18Ghz.  However, i've owned my laptop for over a year and i've been used to seeing this jump up as high as 3.1Ghz while then idling back down to about 2.8Ghz when doing working in Lightroom, Photoshop, Video converting.

However this isnt so, regardless of that task, my cpu is not "turbo boosting".  I've made sure that my Power Options were not set to prevent the CPU from utilizing 100% power, even on the Min setting.  

Is anyone else having the same issue?

At this point, the Dell Rep ( Pavan_Varma ) is not responding to my emails.  I have sent it 2 emails with no responses regarding the original response he sent me back in on Nov 11, 2015 which specifically talked about a new driver being released.  

Since then the new XPS 15 laptop is out so I guess our XPS's are no longer their concern.

What shared memory issue are you seeing?   I still have the Windows 8 drivers running and I dont seem to have an issue however if your using a different app that handles resources differently than mine, perhaps that is why i'm not seeing this issue.

I'm sure many XPS 9530 owners are still under warranty.  Regardless Dell should be providing a fully functional set of drivers since this machine was listed as Windows 10 ready.  Many of the drivers currently provided by Dell have issues.

With the Windows 8 DPTF driver in Win 10, I have issues with some games and getting NVIDIA working properly.  Event viewer reports an error on every boot regarding shared memory which I assume is the video cards.  I've also noticed in some tools that NVIDIA VRAM detected is only 1GB instead of 2GB.  Newer DX11 games seem to be OK as I guess they have lower level access to hardware.  The issues arise in DX9 games.

Hi riksterinto,

Not every system that is compatible with Windows 10 needs Windows 10 drivers, most Windows 7/8.1 drivers work perfectly fine with Windows 10. This article explains it in a bit more detail.

With regards your memory problem. Can you tell me what the error in Event Viewer says - or provide a screenshot either here or through PM. If you can also let me know what BIOS, Video, Chipset driver versions you have installed so I can look into this for you

I had hopes in your post.  I noticed that Build 1511 came out around the time the Dell tech told me that a "driver Update" was due in a few weeks.  It got me thinking that perhaps the tech got his terminology mixed up and he was telling me that an OS update was being released because it was a more global issue.  

During the install of the Windows 10 driver, i got very hopeful because before when I would install it, right in the middle my cpu clock would drop from 3.11ghz down to 2.28ghz and would stay.  During the install of the July 2015 driver on Build 1511, my CPU continued to do the turbo boosting even up to the point where the driver was finished installing...however after a quick reboot, my system is stuck at 2.28ghz.  So the issue is not fixed.  

Not sure what driver you installed or what build you are on but it clearly isn't working still.

seems a bit odd to run a system without updated drivers seeing how when your troubleshooting any pc issue with a dell tech, one of their standard goto fixes are "you are on the latest bios?" & "are you running the latest version of our drivers?"

It doesn't matter to me if the drivers are specifically labelled as Windows 10.  I just want drivers that work and maintain system stability.

That being said, I've been communicating to Dell Cares through Twitter and it's believed there must be a defect in my machine's main board. A service call is being setup to replace MB and the hard drive. If anyone else has this issue with DPTF drivers, I urge you to stop waiting for an updated driver and contact Dell directly.

About two weeks ago, Dell contacted me to say that the mother board of XPS 9530 told arround Feb 2015 is with some problems (no power at start and dose not wake up in sleep mode) and offered a free replacement although I was not aware of this problem. After the replacement, the sleep mode problem still happens. The laptop is very quiet with Windows 10 DPTF, but the performance downgraded very much (Score from about 3000 to 1700). After replacement with a Windows 8.1 DPTF, the laptop works very well, quiet and with a score about 3000. Before replacement of the mother board, the Windows 10 DPTF worked OK with good performance, but the laptop was very noisy and the CPU was always on. I believe Dell has not provided a good DPTF driver for this laptop with Windows 10.

Just to provide an update to anyone following this thread.  I had the main board and hard drive replaced.  After everything was updated and DPTF drivers installed I get the exact same behaviour.  The system is being permanently throttled no matter what power profile is chosen.  Turbo Boost will not work and the integrated graphics never go above 400Mhz.

I think I figured out why DPTF is disabling Turbo Boost.  I noticed in msinfo that the only DPTF modules loaded were DptfPolicyPassive, DptfPolicyLpm and DptfPolicyCritical.  It doesn't seem to matter which power profile is chosen, AC or DC power.  

I played a little trick to make sure the system loaded the Active module by renaming the Passive Module as Active and vice versa in ufx64 folder.   Upon reboot the CPU was using Turbo Boost properly and GPU performance seemed normal.  The system was also quiet!!

We need to get Dell engineers to take another look at this and provide an updated driver package with proper configuration that will load the correct modules.  Either that or provide us power plan profiles that will do this since the default power profiles don't work.

I just noticed while at work that Dell has updated the thermal driver.  Posted on 4/15/2016.  

When I get home this evening, I will give this driver a shot to see if it makes any difference.

Dell has finally posted an updated driver for Windows 10 that seems to be working very good.    I have the 2nd generation 9530 (cpu = i7-4712hq).  When running with the Win 8.1 driver, my CPU would max out at 3.05ghz, how it jumps between 3.15 & 3.20ghz.  

It took them long enough but i'm glad with the pressure added by this thread, Dell eventually came through with a fix.  

I invite all to download the driver and fix your laptop.
