Keep in mind, not all partitions need anything.  They are small partitions and don't engage in daily reading and writing.

Perhaps check and see if only the C partition and any other data partitions are set to optimize.

It's really only the C partition that I would like to see optimized periodically.  And yes, I did check and,the C partition is set and scheduled to optimize on the programmed schedule.  But it isn't happening.  

On the advice of the author of the article that Mary provided me a link to, I opened a Command Prompt window and ran the “fsutil behavior query DisableDeleteNotify” command. The author states that If it’s set to “0”, TRIM is enabled and everything is good.  Mine is set to "0", but there still appears to be an issue.

Could I live with it as is and run optimize manually?  Sure, and I may have to.  But as I see that the option to automize this procedure exists, I would like to use it if I can.  Thank you for your replies!
