Not knowing your exact model number, 3000 is a series and not a specific model, you can update by one of two methods. Go to the MS Windows 11 download page here and either run Installation Assistant (which is the same as the upgrade) or download the media creation tool which will create a bootable Windows 11 installation flash drive.
You could use the media creation tool then. You can choose to either clean install or install keeping files and settings. It works very much like the media creation tool for Windows 10.

Model is dell 3593 i5-10th gen. and have tried to download through installation assistant but it takes long time then the update through settings.
