Help My program list has disappeared

Question

I purchased a Dell Inspiron 14 500 December of 2014. Windows 8.1

In the lower right corner was a symbol looked like this (>>) that when I clicked I got a list of all programs installed.

That symbol has disappeared the MS "experts" say it must have been placed there by Dell.

Any idea how I might bring this back?

maybe you can restore it by device settings.This shortcut has to be installed by factory settings.

At least you may ask someone,who is more familiar wih that kind of problems and can get it and help you best way
