Theres no official download for a Reinstallations DVD however a Windows 7 Digital River .iso can be downloaded and used with Dell cert files and the ABR program which essentially gives you the Reinstallation DVD, see here for details:
Microsoft terminated their Digital River downloads February 2015. As the above links suggests, Windows 10 Evaluation is a free option, good through October. It is claimed Windows 7 - 8 drivers will do fine except for "legacy" hardware.
To answer your question - just BUY a Dell OEM Windows 7 Pro 64bit Reinstall disc and your 32bit code will work fine. Many available new or used.
