3rd party software drivers

For the last several days, I will boot my laptop, (Dell Inspiron/5100) and the Microsoft Installation Wizard will pop up to try and install a video driver that already exist.  The driver is the ATI Windows XP display driver.  I have never installed any display drivers.  It just started to load on it's own.  I have gone into the msconfig and try to stop it with no luck.  Matter of fact, I have done everything that I can think which is what has brought me here. 

Anyone with any knowledge of similar problems with repairs, please tell me the how's, what, where, and who's.
