Try the Ctrl F11 to restore to as shipped.  Best way to make sure virus is gone at this point.

Only if you could get into windows to copy to a disk.  In future remember to keep a backup of important files. Maybe someone else will have an idea.

The only way I have seen to fix this problem needs an Installation CD.

The general consensus, such as it is, is to go into the Recovery Console and type
Fixmbr
at the command prompt.

That`s not so good.

Your options are limited with the Recovery Console.  We have tried repairing the boot files and that did not help.
I`m thinking you may have a corrupted registry and unless you have a backup there`s not much you can do.
You could recover your data if you slaved the drive in another machine.

You could also try a Repair, but I`m not too confident that would work.
A repair won't lose any data, other than Service Pack (if not on CD), any Windows Updates and unsigned drivers, which will need to be re-installed afterwards.

Stay offline to do a repair and do not go online again without a firewall enabled. After repairing XP, install Service Pack (if necessary), firewall and then you must install all Critical Updates next.

How to Repair XP
Boot up with the XP CD in the drive and let Setup run. Go past the first "R" (Recovery Console) option by pressing Enter just as if you're doing a clean install and you'll eventually come to an option to "Repair an existing installation". Select this one.

1 Can you get into XP from Safe Mode?

2 Or "Last Known Good Config" in Safe Mode?

3 Or System Restore with command prompt.  At the prompt type

C:\Windows\system32\restore\rstrui.exe

In that case I think Sysprep has been used on your system  (if you are sure you did not set a password).
Dell uses Sysprep to preinstall Windows on a  computer. Sysprep sets a password other than the default blank

Things become more complicated.

I`m not even sure a Repair will help you.  The best thing to do would be to slave your drive in another machine, recover your data and then reinstall XP.  Can you not do that?
