That's usually caued by corrupt installation media:

Hmm...well it can't be the ISO, as I've used it elsewhere, but always mounted rather than burned to a DVD. Perhaps that's where the issue is. Thx.

Yep, bad DVD drive. Got it to work with flash drive. Thx.
