If it was working fine before, why don't try a System Restore... This could help you.
 
I didn't have a problem when I installed the driver for my ATI Mobility Radeon X1400 What I remember, I didn't changed the OS to Vista and get an error, then I checked the website and it said XP, so I just changed to Vista 32 and worked fine.
 
If you have those problems installing, try by uninstalling from Device Manager the Video Driver first.
Go to Start
Type Device Manager on the search box and press ENTER
continue on the UAC window
Under Display adapters right click on the ATI Mobility Radeon X1400 and click on uninstall. Check the option to delete the driver software for this device.
Restart the computer
If you are asked to install a driver for the video, click on cancel
then run the driver listed on support.dell.com
When you see the options to uninstall, update or install, select install, go thru the whole process and you should be ready to use the new video driver
