Access Denied to IExplorer Options

WIN XP - Home Ed.  Only Account I have is "Dad"

I opened IExplorer > Tools > Options 

Message said I do not have access.

I accessed Internet Options Via Control Panel > Internet Options.

I changed an item to see if I could do it...it let me.

 Do you think it is just changing options for "Dad" and not "Admin." Account?

How do I  "make sure that Dad has administrator rights so that you have access to everything" ?

Control Panel --> User Accounts --> click on Change an Account--> click on Dad and change the account type

Pass_it_on,

Do you run Spybot to remove spyware. There is a setting there under Immunize which can lock Internet Options. If you don't run Spybot, perhaps the procedure here will help.

Hey, maybe that's it!!!  I do run Spybot.  I feel better now

If you don't want to Remove registry HKEY you can just set   "NoBrowseOptions"  to  0.
Press Windows+R keys together &  type
    regedit      then click OK or press Enter key
then navigate to HKEY
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions
NoBrowseOptions  ..............(0)
