Application of Repair
Well I was happy to find the OEM disk in my mailbox today. I try to use it but I get the message "floppy diskette seek failure" and I don't know if my computer is looking for the CD ROM. I don't even have a floppy drive... Also I was prompted to press "r" in the "first screen" to repair the file but pressing that key in any instance hasn't gotten me any closer to resolving my config\system file issue. Does this sound vaguely familiar to anyone? If so, now that I have the disc, how do I get the OS up and running again with these parameters?
I'm throwing everything I have at this and I'm not getting too far.
Any help for this issue would be greatly appreciated.

Well it can't tell what the disk is... I'm ready to reformat the hard drive... Will this reinstallation disk be able to do that?

Yes, the Dell reinstallation disc is same as the retail disc, except it's tied to Dell's BIOS.
See if either of the following procedures can help with your "config\system file issue" click here, here and here
You have a corrupted registry. The repair procedures above are not always successful, then you will need to reinstall XP, but you will lose all data on the system when you do, unless you have backed up your data to other media.
If none of the above work, then replace the hard drive. This error message can also be caused by a dying hard drive.
Bev.

Nice kitty... thanks for responding.
Ultimately the computer wasn't recognising the disks so fortunately that third article about dealing with the OEM from Dell REALLY helped, and I thank you. All I had to do to get the system to restore to it's original setup was hold CTRL-F11 for a second... It asked if I minded starting from scratch and that felt worlds farther than I was before. Only thing I'll miss is my resume which needed an update to begin with. Things are working out and I'm pleased as punch. Thanks again.
