Backup and Restore Files Not Working on Win7 64-bit
All “Backup your computer” and “Restore files from backup” links in Control Panel are not active; when they are selected they seem begin working but after a second or two, nothing happens. Same thing happens when I open a Help topic on backing up file and select “Click to open Backup and Restore”
I’ve also tried by going to Computer>External Drive>Right Click>Preferences>Tools>Back up now. When this is selected the arrow/hourglass comes on for about 2 seconds and stops.
I had been using “Acronis True Image Home 2011” and have just uninstalled it; want to use the Windows backup system.
What can I do to get it the Windows Backup and Restore operating?

Use regedit
HKEY_CLASSES_ROOT
CLSID
{B98A2BEA-7D42-4558-8BD1-832F41BAC6FD}
Instance
InitPropertyBag
Right click on this and click on Permissions then click on Advance tab then click on Owner tab.
Change Current owner: System or Custom to Administrator
Hope this will fix it for you.
