Black Screen, White Cursor, Windows XP will not boot-up (not even in Safe Mode) Dell XPS 400
Hello all - I could really use some advise.
My other Dell XPS 400 will not boot into windows, not even in Safe Mode. After the Windows screen, I get a black screen with an active cursor in the middle.
I have tried to restore last point. No go. I have tried all of the same modes, nothing. To compound matters, I can not find a XP Restore disk. I do have a the re-install disk, but I don't think that I want that quite yet. Have I lost the hard drive or this the operating system? My wife said that something happened with Internet Explorer and that was the end.
Any suggestions would be greatly appreciated. Thanks.

Did you try F8 (to boot to safe mode) and try the "last known good configuration" ? If not, try that.
If you have a Dell Windows XP disc you can run Windows XP Repair (boot from the disc) and that will probably fix it. Any Dell Windows XP (same version of XP) will work.
There are no "restore" disks. Dell includes an Operating System disc and a Drivers and Utilities disk (and in some cases disks for optional hardware or software).
On many Dell's there is a Recovery Partiton (accessed by CTRL/F11 on Win XP systems at initial boot up) and that will allow restoring the PC to the factory configuration (and will delete all user data).

It will not boot in any of the safe modes.
It will not restore last known good configeration.
It will not boot from the reinstall disk. That is the only disk I have. I assume that is the one you were refering to.
Thanks for the suggestions. Any idea if this is a hard drive issue or an operating system issue. I think OS, but I'm not sure.
Any other suggestions?

Next step would be to boot from the Dell Windows XP disc and run a "Repair" operation. How to run Repair

I'm having the same problem and ran the repair and am still getting the same black screen.
