Blue Screen "Stop Message:0x0000007E

I am getting a blue screen stop message that says: "STOP:0x0000007E(0xC0000005,0xEFA70392,0xF8B0F314,0xF8B0F010)" upon starting up and shutting down. Windows won't boot,so SAFE Mode is the only way I can navigate. I think it all started when I downloaded and tried to install Norton Antivirus while components of an older Norton AV were still resident in my registry. Before the blue screens started, I tried to uninstall Norton from the "ADD/Remove Programs" as well as the Norton Removal Tool (won't run because of existing Symantec components) and also tried Symclean from Norton (to remove an old WinFax Pro which Norton Removal Tool said existed but I couldn't find). I also disabled Spy Bot, and uninstalled ACT (Symantec). I can't get all of the Norton components out of the registry. I've tried System Restore back to the day before I installed Norton and that didn't help. I ran Dell Diagnostics and every thing passed. Any suggestions? Dell Dimension 4600i Windows XP Home Edition SP2(build 2600)

Since you get get into ti from safe mode, back up your data and do an OS Reinstall. That will let you work from a clean slate
