Windows XP operating system CD is no longer shipping on some systems starting in early 2005. If you did not purchase this OS CD at time of sale for $10.00, contact Dell, and request the CD.
Systems shipped after July 15, 2004 came with Symantec PC Restore. This utility restores the computer to an "as-shipped" condition. If you haven't reformatted, repartitioned, or modified the master boot record, this should work.
I know all this. I can't afford to lose all my data and my gripe is that Dell doesn't include the recovery CD. You have to pay for it. What a scam, what a pain to go through with a brand new machine...

Yeah, I thought I could restore the settings to whatever they were a few days ago before the crash happened but can't do it if the Windows system config file is corrupted.
Well, I got the CD, tried restoring to a previous date to no avail. I still get the blue screen of death with an error message on it saying it had to shut down windows to avoid damage, blah, blah, blah...
To make things even worse I get different advice from different Dell customer support "experts". Has anyone had this persistent problem??
I ran a hard disk diagnostic and guess what? it failed. I've tried the
hard system restore and not even this could fix things temporarily.
Customer support agreed, my shiny new XPS 400 with a Maxtor disk is
fried. Even the customer support guy said these disks aren't the "best
out there". What does that tell you?
Data, pictures, etc. all fried... Needless to say its Dell's debut and
farewell in my computer shopping preference. I hope somebody from Dell
actually reads these forums once in a while.

You are not listening. You can make a OS cd if you just follow the instructions given in the link above about burning a copy of the os.
Just click on this link.... And no you don't have to pay for it. Goodness, get a grip on this

BSOD? Yeah, frequently, The key to fixing the problem that causes the BSOD, lies in the "blah, blah, blah" part.
If you'd care to elaborate on what exactly that part of the BSOD says, you may find someone to help with your problem.
