Tapping F8 several times during the Dell logo screen during the boot process get you the windows advanced screen, this is where you can select "enable boot logging"

It is a log file so you can read all the elements of the boot process to spot possible problems. Very geeky.

Ok, so once I enable boot logging, then my computer will start up normally and then the next time that my computer is either restarted or turned on for the first time then boot logging will not be enabled? What I mean is that when I enable boot logging, a file is created and then if I want to compare the file contents a second time, then I would have to enable boot logging again manually?

Enable Boot Logging: Creates a log file (Ntbtlog.txt) in the systemroot folder
 
 
in other words C:\Windows
