CAPICOM (Cryptographic API Component Object Model) is what encapsulates encrypted data, checks security certificates, etc.  More information here:    http://msdn2.microsoft.com/en-us/library/aa375732.aspx
 
The downloadable KB931906 to which you refer would be used primarily on servers to close a recently identified cryptographic security vulnerability in CAPICOM.

Microsoft update, express button offered and installed it on my XP Home system. It appears separately from other windows updates in Add/Remove (as a CAPICOM update).

I've been having problems with my Dell Dimension 8250 (512 MB memory, 120 GB hard drive which is about 1/2 full) and think it could be resource problems.  I've begun uninstalling software that I don't need.  This desktop is attached to a home network for just it and my laptop, so is not a server.  Should I leave CAPICOM alone, or can I safely uninstall it.
