Cannot Load Config File Error

My computer uses Windows XP and I get a CANNOT LOAD CONFIG FILE  error everytime I turn my computer on and login.  There is no other information with the error message (no error #, no help, etc.).     Does anyone know what this is and how I can fix it or get rid of it?  Thanks!

This is an uncommon error. Re-start computer. when keyboard lights come on (be ready) start a steady tapping on the F8 key. If you do this right an "Adavanced Menu" will come up. Select the option "Last Known Good Configuration".

The other option is a Repair Install.

As stated you have to get the system to boot directly to the cd where you have previously put your XP cd in. You do this in your BIOS screen. You bring up your BIOS by restating computer and tapping (I think) the "Delete" key. Once you've made the 'boot order' change so that D: is the first boot device you have to "save the changes and exit".
