Cannot install a program (Adobe Creative Suite)...

When I try installing Creative Suite, I get the message saying my "system does not support" it.
It also says I need Windows 2000 Service Pack 3 or higher.
 
[I have Windoes ME installed on my computer, already.]
 
I've gone to Windows Update and installed everything, but it will not install the Service Pack 1.  It keeps telling me to restart my installation, and it does this over and over.
 
I went to Microsoft's site, and searched for the service packs.
I can't download any of them.
 
Service Pack 1 gives me the errors:
"a required .DLL file, CLUSAPI.DLL, was not found."
and
"One of the library files needed to run this application cannot be found."
 
Service Pack 3 gives me the errors:
"The SP3EXPRESS.EXE file is linked to missing export NTDLL.DLL:_allmul."
and
"Windows cannot acces the specified device, path, or file.  You may not have appropriate permissions to access the item."
 
OKAY, I need Service Pack 3 or higher to install my program... so how do I get it?!?!

You are misreading the message. Win ME does not have SP3. Win 2000 is a different more recent operating system that has SP3. You cannot install this software unless you have at least Windows XP or Windows 2000. Win ME doesn't support it.
