Cannot log in as Administrator on Inspiron 6000

I recently updated the BIOS and the ATI Driver.  Now I am unable to log in as an Administrator to restore the system to a prior state or do anything requiring that log in.  When I click START and Logoff, it brings me back to my User name with limited function.  Under Users in control Panel, no Administrator function is listed.

How do I regain the ability to log in as an Administrator?
