Cannot start Windows XP, nor Safe mode

I have a Dimension 41   using Windows XP Home Edition.  Recently, when I tried to restart it, it would not boot to Windows.  I starts to show the Windows XP logo, then recycles to restart, by going back to the  BIOS, and the Controller BIOS, and then repeats continuously.  When I press F8, it will not start in any of the options (Safe mode, safe mode with command prompt, Last good configuration, or anything else).  When I choose do not restart from an error, the blue screen has the following error code:
