Control panel, add/remove programs. In the left column click set program access and defaults. You can set IE to be your default browser there.

Or in control panel, internet options, programs tab, click make default, apply, OK; you can check the box tell me if IE is not my default browser, then if Netscape takes over again for some reason, next time you open IE it will give you the option to set it as default again.
