Denny, thanks for the suggestion. That solution (set up a folder and empty text file) got my Internet and Windows Explorers working as normal without the annoying error message and wait for it to hang before going away!
The symptom can be fixed. There is a "kludge" correction for the error message
here. I was not able to find anything meaningful explaining the source of the error.
