Config Parser error

After uninstalling .NET Framework 1.1, I suddenly get the following error when opening Windows Explorer or Internet Explorer. Error goes away shortly after clicking OK and either program then works fine. Error occurs anytime I open a new window.
 
Config parser error
Error parsing C:\I386\config\machine.config
Parser returned error 0x80070003
 
I have reinstalled .NET Framework multiple times. Cannot restore to any restore point (all attempted). Have searched with Google and found no useful fixes. Adaware run, cleaned, problem persists. Virus scanned, none found, definitions up to date.  Any suggestions will be helpful.

Denny, thanks for the suggestion.  That solution (set up a folder and empty text file) got my Internet and Windows Explorers working as normal without the annoying error message and wait for it to hang before going away!

The symptom can be fixed. There is a "kludge" correction for the error message here. I was not able to find anything meaningful explaining the source of the error.
