When you use start.control panel its just a shortcut.Try start>run>appwiz.cpl

If control panel opens than its an issue with the control panel short cut in start menu.


Can you access control panel in safe mode?

Viruses can cause such problems.

Run your AV and avg anti spyware in safe mode.

Check on your registry that it is not disabled there: (click start, click run, type regedit, click OK or press enter)
 
 
Look in these keys (in the left pane of the registry edotor, click on the + next to a key to expand the branch under it; When you get to the key, left click on it in the left pane to show its contents in the right hand pane):
 
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
 
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
 
(if the keys do not exist then don't worry, they are only there if some policy settings are not at their default value, but then this is not the solution to your problem).
 
If in either or both keys there is a value NoContolPanel, either delete it, or modify its data to 0.

I am having the same problem.  I tried going through start, run, etc and I got the same error.  I then went to safe mode, no control panel. I ran my virus scan and nothing,
Any other suggestions or do ou know wat program I would need to run to get it back?  I would like for the "administrator" block to go away too :smileymad:

There was one under current user.�  I have deleted it.�  There are also noative desktop and no drivetypeautorun are these suppose to be here?

Wooohooo..... rebooted and control panel is back

I have the same problem with my Dimension 8200 at home, Came to work this morning and looked on forum. Hope this works for me. A few things I want to mention
 
1. Control panel Icon is missing
2. I click on time and get the error as you have noted
3. System is running slow now having problem loading to desktop screen
 
Sounds like  I need to go into the registry and mke changes listed, one other thing I have no available restore points anymore possible part of virus problem?

This seems to have fixed the problem I was having with my clock, control panel, etc.  However.... how do I get rid of these stupid pop ups?  I have pop up blocker on, virus scan is on, but yet there still seems to be some type of problem / virus / or something.
Thank you SO much for your help with the control panel and stuff.  Thought I was gonn ahave to toss the pc out the window.  :smileyindifferent:

Without knowing what sort of popups you are getting, it is difficult to say. Howver, unless these are Windows type popups (error medssages or the like), or from some software you recognise, I would suspect there is still some malware lurking about. Anti virus programs don't always  detect such things.
 
I would suggest you try scanning your system with either or both of these free antimalware programs:
 
Superantispyware:

Spybot Search and Destroy
 
 
If neither find anything but the popups persist, go to the hijackthis forum on these boards, read the instructions (which will include downloading (free) Hijackthis from
 
and post the log hijackthis generates, for the experts there to advise you.
