You can try this:

Start » Run » type in Cmd [OK]. In the cmd box, enter (copy/paste) the following:

expand C:\i386\netsetup.cp_ C:\Windows\System32\netsetup.cpl

or if your i386 is in a different location:

expand C:\windows\i386\netsetup.cp_ C:\Windows\System32\netsetup.cpl
