DON'T USE NORTON LIVE UPDATE!
Hello-The Norton Live Update is NOT WORKING. I had to uninstall both Norton AntiVirus and Norton SystemWorks. If your Norton AntiVirus is displaying the screen in the post below, your Norton AntiVirus Program is corrupted. You do not have virus protection, no matter what the graphics say. After uninstalling Norton AntiVirus, I installed avast!Home antivirus software(it's free) so I can get back online to figure out what to do.

Ron,
The problem I'm having is different. I'm having the same problem as reported here:
http://www.dslreports.com/forum/remark,8983896~root=security,1~mode=flat
All of my Symantec applications requested outbound access to the internet when I attempted to use them. All the apps are working, although I denied access via the firewall. My problem started Wednesday after live update downloaded the latest virus defs, and also downloaded and installed a new version of live update (2.0.39.0). After the update, I also found that I had to re-enable auto protect, as it had been disabled. The Norton GUI also appears to be a little slower now, especially when opening the protected recycle bin. For now I've disabled live update and changed it from express mode to interactive mode so I can control what is downloaded and installed. I'm waiting now to see how Symantec responds before deciding on my next course of action.

Steve
Just to let you know the same exact problems have happened to me. My filrewall also keeps telling me that System Works is trying to access the internet. I did let it but there is no change. When I first boot up Messenger loads but won't let me access the internet for almost a minute. What I think is happening is live update is trying to make the connection and is having problems. I'm going to disable live update and see what happens. I don't think reinstalling my System Works will cure the situation.
Take Care.................ty

Make sure you keep an eye on THIS THREAD: http://www.dslreports.com/forum/remark,8983896~mode=flat
There have been more than 100 posts in the past hour regarding this issue.
DON'T USE LIVE UPDATE UNTIL SYMANTEC FIXES THIS PROBLEM
I have to reformat my hard drive because of the damage to my registry caused by Norton Live Update.

The temporary fix that has been reported in the dslreports forum and which seems to work for me, is to open Internet Explorer and go to Tools > Interenet Options, click on the Advanced tab, page down to the Security section and remove the checkmark next to "Check for Publisher's certificate revocation". Why this has anything to do with the problem is a puzzle, but it does seem to fix it.

What I noticed is that the activity log does not show new records after the 07/01/04 update. That's weird, normally I see entry's in the log for eacht time that I reboot. To test Norton Antivirus I downloaded the Eicar teststring virus, I tried to open it, but Norton prevented me from doing that. This entry also appears in the log. So Norton seems to be operational.

If you disable the Certificate Validation, your operating system may refuse to recognize software that is not certified, aka the virus definitions. From the posts at DSL Reports, one of these certificates expired about the time the NAV problems started. I don't know that much about validation certificates and exactly how they work, so I'm pitted. NAV is already off my computer. I saw other posts where virus defs appeared to be updated, in fact, they were not, it appears Symantec has a rapidly growing problem. I have to believe there are many users out there in the same position I was last night; no AV program and software errors in shared files stopping other software from working(Internet Explorer is one). No mention of the problem on Symantec's site. The fact that Symantec is using it's customers as crash test dummies is not good, especially for a security-oriented company. Forcing NAV users figuring out Symantec's problems is not a great reflection on the company either. Hopefully, Symantec will figure it out soon.

I did what Steve (volcano11) did and everything seems back to normal. But I have a question. Are we still being protected and can we check for updates?
Take care................ty

Symantec seems to have fixed the problem in the latest virus definitions update, but as of right now you can only get the latest definitions using the intelligent updater. Download the following and run it to update the virus definitions:
http://securityresponse.symantec.com/avcenter/download/us-files/20040108-007-i32.exe
It fixed all of my problems and the Security setting that checks for publisher's certificate revocation in Tools > Internet Options > Advanced can be rechecked.

I have NAV2002 installed, and it expires-today!
Yesterday, I succesfully downloaded all virus defs
(dated 1/07/08) via a manual liveupdate, which is what
I have always used. It also updated LiveUpdate itself to
version 2.0.39.0 and also added 4 new files.
I was about to re-subscribe for another year-til I
read this thread! What to do now? NAV has given me
none of the problems described here. Maybe because
I'm using Win98SE?
FYI, these are the updated and added files, copied
from SFC log:
