"What does "Browser address error redirector" do? Can I remove it safely?"
 
Looks like dell recommends removing it
 
"* Reset IE Home and Search Pages" 
 It just removes Dell customizations to you home page and search options, you can do this your self by going to Tools/Internet Options/General Tab

* Run registry entries"    Not sure, you might try a post on the forums at pcdecrapifier website

I'd be cautious with deleting the run registry entries.

It seems like "Dell system customization wizard" is a shareware. Am I correct? As a Dell customer, it would have been better had Dell given this free of cost.
