Deleted Service Pack and Windows won't start. What do I do?

I accidently deleted the Service Pack 2 from my Dell Inspiron 2650 and now windows won't start.  It give's me an error message telling me to install software.  It won't even let me start in Safe Mode...  I tried to set up by pressing F2 and restoring everything to Default, but that didn't help....   Does anyone know how to fix this???

Setting your BIOS to default settings after hitting F2 has nothing to do with your operating system's lack of files.

 

You will need to insert your Windows installation disk, boot into Windows setup off of it, and try repairing your Windows installation by pressing the R key.

I do not have any Restoration CD's for my Dell.  The error message is

 

STOP: C0000135 {Unable To Locate Component}

This application has failed to start because winsrv was not found.  Re-installing the application may fix the problem.

 

I searched for c0000135 and found an article at Microsoft with my exact error message, but it was talking about Media TV or something and told me use the Recovery Console which requires being able to see my desktop...  I can't get past this blue error screen with the above error msg... 

 

I've tried EVERY option in Safe Mode and nothing works....  Without doing a PC Restore, is there a way to load the Service Pack BACK to my computer so I won't lose everything??  Or is there another solution??

I'm looked up every forum online that I can find and the answers are to insert the CD and it will boot up automatically. Well, it's not booting up automatically. It just takes me to the same blue screen.

It sounds like your BIOS is not set up to boot from your CDROM drive currently.  Even though the CD is inserted, it is trying to boot from the hard drive still and is giving you the same problem.
Enter your BIOS set up when you turn on your computer by hitting the F2 key.  You will then want to enter your Boot devices and set your CDROM as the drive to boot from before trying to boot from the hard drive.
